Double NYCHA capital investment

Pledge to double the city's capital investment in major NYCHA renovations against a $78B backlog. Earth Day 2026 Sustainability Agenda: heat pumps for 20K units, induction stoves for 10K, EV chargers, ~1,300 NYCHA-resident green jobs. FY27 prelim budget did not include the doubling.
