Increase library funding to advocate benchmark

BROKEN as of Jun 17, 2026. Mamdani baselined $31.7M for libraries on May 16 (~0.42% of budget). Advocates and Council are still publicly fighting for the full 0.5% (~$623M) plus 7-day service at all 200+ branches (vs the 30+ slated for Sept 7 pilot). CUNY NewsService Jun 11 made the broken-benchmark frame explicit. Council formally pressed the issue in its Jun 9 revenue re-estimate ($2B above OMB) — Speaker Menin's posture: Council priorities can be funded without new taxes. Final FY27 adoption Jun 30 will lock the number.
