Operational reform delivered: Narcotics team disbanded Apr 14 (90-day review), BWC release codified at 30 days, Bellevue probe ordered. Hate crimes UP +11.7% (55% anti-Jewish). NYPD essentially flat at $6.38B, 5K-officer plan scrapped. Mixed picture: operational reforms in-progress, funding ambition broken on OCS side.
