Three more annual freezes required to fully deliver the four-year campaign pledge (Jun 2027 vote = year 2, Jun 2028 = year 3, Jun 2029 = year 4). The 2-year duration of THIS freeze means lower urgency for the June 2027 vote since 2-year-lease tenants are locked in through Sept 2028; year-3 (Jun 2028) becomes the next major flashpoint.
