Hochul's May 7 $268B framework includes $1.2B childcare expansion for NYC. Pairs with city's 2-K rollout (2,000 seats fall 2026, 260-day full-year program). Heastie says ~50 items still unresolved. Statewide childcare investment is $4.5B in framework; NYC share is the $1.2B carve-out.
