After ELFA passed the Assembly 110-34 on Wed May 20, lawmakers moved Thu May 21 onto the Public Protection and General Government (PPGG) budget bill. PPGG includes immigration protections (restricting federal ICE access to certain locations, face-covering rules) and the lame-duck-mayor charter-commission ban Mamdani sought to dissolve Adams's Final-Day Commission before the Jun 1 deadline. Mayoral control of NYC schools is extended through June 2028 — half of the 4-year extension Hochul + Mamdani requested; $143M new aid for homeless students, foster youth, ELLs included. 14th extender runs through Tue May 26, the next hard deadline.
