Mamdani and HPD Commissioner Dina Levy announced the largest HPD penalty in city history: $31M against Karan Singh and Rajmattie Persaud, owners of Robert Fulton Terrace and Fordham Towers in the Bronx, where ~500 families endured years of broken elevators, rat infestations, and stretches without heat or hot water. Court appointed an independent Chief Restructuring Officer, froze >$900K in owners' bank accounts, and directed funds toward repairs. Robert Fulton Terrace tenants have logged 2,300+ complaints / 1,100+ violations in the past two years; Fordham Towers ~1,800 complaints / 500+ violations.
