11th NY Budget Extender PASSED Mon May 11 — Runs Through Thu May 14; Hochul Defends "Policy-First" Approach as Heastie Softens

The NY Legislature passed an 11th state budget extender Monday May 11, keeping payroll, health programs and unemployment insurance funded through Thursday May 14 — Day 41 past the April 1 deadline, on pace for the latest budget since 2010. Hochul defended the process to reporters Monday: she has spoken with Speaker Heastie and Majority Leader Stewart-Cousins since the disputed Thursday "general agreement" rollout. "I think there's always a different variation of this but I'm not going down that rabbit hole at all because I have a strong, strong relationship with both leaders." Hochul also pivoted to her policy-first framing: "New Yorkers are excited about the policy probably more than they are to know exactly how many dollars are going into this X program." Heastie softened over the weekend (Fri "good conversation") but ~50 items remain unresolved. NYC executive budget tomorrow (Tue May 12) drops into this unfinished framework.
