Central Harlem Legionnaires' Cluster — Second Outbreak Inside a Month, Harlem Hospital + EDC HQ Among Cooling-Tower Sources

Late-July 2026 Central Harlem cluster (ZIP codes 10027, 10030, 10035, 10037, 10039) opened just days after Mamdani declared the Upper East Side cluster "likely eliminated." DOHMH traced the outbreak to 12 cooling towers on 10 buildings — at least four city-run: Harlem Hospital, the Central Harlem Sexual Health Clinic, the NYC Economic Development Corporation headquarters, and a CUNY City College Marshak Science Building tower. All identified towers drained and disinfected. Early death and case counts: ~3 deaths, ~70 confirmed cases, 15+ hospitalized as of Jul 25/26, still climbing. Second deadly cluster in NYC in as many summers (Central Harlem 2025 killed 7) and the second on Mamdani's watch inside a month — reopens the transparency / cooling-tower-enforcement critique Council Speaker Menin publicly leveled at the administration over the UES cluster on Jul 22.
