3-K / Pre-K September Payroll Crunch — City Misses August Advance, Providers Personally Financing Sept 10 Opening

DOE's standard August advance (~30% of annual contract) did not arrive on time for pre-K and 3-K providers across the city. Directors are covering September payroll, mortgages, and utilities out of personal credit lines and family loans two weeks before the Sept 10 school start. The FY27 budget added $205M to 3-K, so this is a contract-payment operations failure, not a funding cut — but it lands directly on Mamdani's "cut red tape for early childhood" narrative from the April press conference and on the "Expand 3-K seats in 56 high-demand ZIP codes" promise (in-progress).

Update 2026-09-01: Mayor + Chancellor Samuels announced Aug 31 a "whole-of-government" fix — $43M into the NYCPS Division of Early Childhood Education, interest-free bridge loans within 5 business days on complete documentation, accelerated contract registration, direct supply delivery.
